General Assembly: What next after Kyoto Protocol?
The Kyoto protocol runs out in 2012. It said that countries have to bring down their greenhouse gas emissions by 5,2 % compared to what it was for their country in 1994. Unfortunately, United States did not sign to this agreement. This was a very good plan, however, it is about to run out. In Copenhagen, a new solution should be found for the concept of Global warming, or at least a way to decrease greenhouse gas emissions extremely. Brazil is one of the fastest growing countries, economically and industrially, and understands its responsibility as a mass emitter of greenhouse gasses.
To prevent Climate Change, the countries of the world could renew their commitment to further decrease CO2 emissions.
All countries should contribute. However, there should be a fair distribution of the burden. It is clear that the richest countries must take the lion share of the reduction of CO2 emissions. But also the More Economically Developed Countries must act responsibly. For instance by helping the poorer countries. For example, direct aid such as food or a place to live is important at the moment for people suffering from Climate Change.
Brazil will take up its responsibility. However, at this stage in our development, we can not make dramatic changes in the amount of CO2 emitted. We do however agree that some modest restrictions on developed countries should be made. Additionally, more direct aid should be given to LEDCs. Only with this comprehensive approach success can be achieved.
